Ahmmm... several comments here:

Michael Bowman:

I agree with Michael that being overseans does by no means exempt one
from this country's laws, and certainly not from civil liability.
Note the Federal Laws that prohibit bribing foreign goevernment or
business officials, for example. Such an act would, by definition,
ocurr overseas-- but nevertheless punishable here.

Jim Carter:

Good points! While generally I agree on no drinking by the youth,
not so necessarily by the adults. I am a police captain, and I was
at a conference with several of my peers discussing mutual areas of
interest with various UK police managers. Someone had us sit
together for a picture, and all the US cops held our beers down,
out of sight, while all the UK cops held their up in a toast.
Chacun a son gout.....

I would not dream of insulting a foreign host by refusing to
participate in their customs, however, lest you think that I am
holier that thou, I don't think that I could participate in drinking
the coca leaf drink common and legal in Bolivia and Colombia....

Incidentally, I am active in foreign student exchanges, and before
going to Europe we make sure that the parents understand that it is
customary for students there to have wine and or beer at dinner with
their host families. Conversely, we make sure that the foreign
students understand that it is customany no to do so, and that in
most homes smiking by them will not be tolerated.

Thomas Petrik:

While I agree that in the best of all possible worlds the kids
*should* fill out their forms by hand, we live in a world that
penmanship is no longer taught in schools.... with the use of
scanners by National I encourage all our kids to type. Their college
and job applications later on (sometimes not so later on) will need
such attention...
