May be that you saw this, but it is out of law. In germany we have a low for protection
of young people, and it sais, drinking beer and other alcoholic drinks is not allowed
by an age under 16 years. Harder alcoholic drinks by an age a under 18 years.
So everyone, scouts teachers or someone else, who does not act this way and allowes
younger children to drink or offers them a drink, will be punished by a court.
There is only one exception, the parents of a child can allow drinking in their own house.
So there will be this as a roul for all scouts.
Drinking a beer in a scout-uniform for older people is no problem, but thei should not do
it in front of younger scouts. For example in our summercamp I am allowed to drink
a beer after all younger children are in bed ,But no harder drinks
