I have to put in my 2 cents worth on the time for rechartering from the
perspective of the commissioner staff as well time served in the council
office as registrar. Our council, which is pretty large, has each of the
major districts set to recharter in a different month. That helps spread out
the work load for the registrar to process the recharters in the council
office. It helps the DE and the commissioner staff both handle the recharter
process, as some of the other postings have suggested, by having special turn-
in times.
For the commissioner staff it means you can devote the month prior to
updating on any changes in the process, and just generally reviewing to make
sure everyone is up to date on what needs to be done. Our district
recharters in January, which means collecting fees, etc., right at Christmas
time, but we start the process in November and I always encourage my units to
start early on collecting the money needed. Once units get used to this type
of schedule, it usually works pretty well.
But I can sympathize with those who are just undergoing that change. I went
through that in the council I was with in Nebraska years ago. It can be a
real pain, but hopefully it will mean better service and smoother
rechartering for the units in the long run.
