Pardon me if I'm wrong, but the Silver Beaver is for "distingished
service to youth within the jurisdiction of a local council". It was
changed from Boyhood to Youth a few years ago with a change to the
National Charter or ByLaws (I forget which). But Silver Beaver
requirements ar not all that specific and located within one of those
August documents. Local Councils may have locally developed
recomendation forms, or weighting guidelines to help the Silver Beaver
Nominating Committee, but they cannot properly add or delete requirements
from those in the National Bylaws, which are quite simple. I would
recommend Scouters get the latest version on these documents (they aren't
secret and can be ordered if your Scout trading Post doesn't stock them.
The District Award of Merit is a little bit different in that as I
understand it, there is a requirement for District Service. One might
argue that serving and producing an outstanding unit is a measure of
outstanding service to the District, but other unit leaders might not see
of feel the "benefits". It's certainly conceivable that such a
"no-district-service-but-outstanding-unit-service" might be nominated by
the Council foe Silver Beaver for Outstanding Service to Youth, without
ever providing the district service needed for the DAM. Not likely, but
possible.
