Jim,
An argument can be made that unit service is service to the district. Further,
there is no requirement for those working at the district or council level to
be registered as Commissioners to members of the district committee. Case in
point: I've never been registered at other than unit level yet I've run two
camporees and staffed on another, staffed three SMF courses and ran one, staffed
three Cub Day Camps, directed three PWDs and staffed two more, staffed two CLBT
courses, run a Webelos Woods, served on Eagle BORs, and advised OA ceremonies
for two years. (I'm not bucking for an award, merely pointing out that unit
level Scouters contibute far more to District and Council programs than you
might realize.) BTW, if Silver Beaver were limited to Council level service,
my dad would have never gotten his. The only things he did for council were
staff for two Woddbadges and one JLITC. The rest was at the unit and District
level.
DAM is district level recognition of service to Scouting. Silver Beaver is
Council level recognition of service to Scouting. That service need not be
limited to service at that level.
