I think Baden-Powell said it well and succinctly:
"Scouting is a game with a purpose."
The purpose is to teach leadership, citizenship, good moral
character, fitness, and respect for/confidence in the outdoors.
If we build a fun program to accomplish these goals, the boys will come
Scouting has been worth it. "Everywhere a man now stands, a boy once
stood." (Jeffrey R. Holland).
