This is generally a good idea. However, in this day of mega-malls,
where the roof may be 10 stories over your head and the enclosed volume
is several city blocks, it can still feel like outdoors.
Also, at our Scout-O-Rama last weekend, all the _workers_ in the food
concession (indoors) were required by health dept regulations to have some
kind of head covering. Naturally, all wore scout hats of some kind.
You mileage may indeed vary locally...
