Each pack I work with, I work with three, interpret the belt loop
requirements a little differently. They very from requiring only a
working knowledge of the sport and playing it in a pack or den activity,
to participating in an more formalized organized activity. However,
I think they require that the scout only participate once in the activity.
In just about every case, the pack pays for only a certain number of
belt loops (usually those earned in a Scout activity or required for
the Webelos Sportsman badge). The parents pay for the others.
