I too have been struggling with the whole sport and acedemic program. It
seems to have been thrown together in a hurry and never revisited. I will
post some examples on that later. But to respond to your query first.
Our pack does not have a stated policy on the belt loops or pins. After
reading all the books and the Leader's Guide and trying to think about how
the program fits in with the Cub Scout program, I instructed the parents and
boys in my den that the belt loop is designed to tempt the cub to try things
he would not normally try. I also said that the cub should at least try the
activity a couple of times not just once. Additionally I said that I thought
the boy should have read the book related to the loop and be able to show
some familiarity with the concepts in it. Qualifying for the pin requires
the stated time requirements as well as a demonstrated knowledge of the
topics covered in the book. I placed no requirements on the level of
proficiency of the boy since abilities can vary so much. It is more
important that the boy try and not be disqualified just because he is
uncoordinated or can't draw a straight line with a ruler.
I have left the judgement of qualification up to the parent. I have
good support from the parents in my den. I have only one parent who "abuses"
the program from my point of view by "awarding" loops to his child even
though I know he has only done the activity once. I am working the the parent.
