I agree that this would be a wonderful idea
but the reality is that the folks aren't council
don't need another program to monitor.

All of the above groups are
monitored by the state or federal
government and the punishment
is that you could loss your ability
to earn a living.

How far do we want to impact volunteer leaders?

Will this be considered a motivator for most
leaders or a punishment system?

I go to training because I want to not
because there is a punitive system
saying I HAVE to.
