Carol,
Well since it sounds likeyou are going to be doing the stats on this subject,
here is how it works here in the Great Trail Council. First off the council
covers only 3 complete counties and a small part of a fourth. With our old
CE we had to have a tour permit to go just about any place, with the new one
we can go any where in the council without one.
