Sue, we did not give our first-second year webelos anything except
encouragement and a chance to step into the vacancy left by the Webelos who
had graduated earlier in the year. We did remind them that they were
entering their final year of Cub Scouting and that the year ahead would be
spent in preparation for joining a Scout troop. The boys did not really
expect to get anything. But they sure looked forward to changing their
seating location at pack meeting, they had been wanting to move over for
two months!
If you really have to give them something, maybe a Scout Handbook but I
usually like to reserve that for graduation.
