According to the policy (which I don't have in front of me) any co-ed activity
must have co-ed leadership. It makes no statement about what age particpants are
used to determine if an event is co-ed. Therefore we must make the conservative
decision that adults are included in this determination. The way I teach the
policy in Explorer Leader Basic Training is that 2 female leaders CANNOT lead an
activity attended by male youth members. The question is exactly the same as
asking if two male leaders could take a group of young women on an overnight
activity. It cannot be done.
