You do seem to have gotten your self into some what of a jam. <G>
First, I think if I were you, I would push for recruiting two more males
instead of one, that would be a number better to work with, perhaps even
three more.
However, if it is a given that you will end up with four female leaders and
two male leaders, two coed Explorer Crews and one Boy Scout Troop, this is
what I think would be the most legal arrangement. Have a male and a female
leader go with each of the coed crews, and have two female leaders go with
the Boy Scout group. The Boy Scouts might not be real crazy about the idea,
but I am pretty sure that it would be legal to have female leaders only with
them, as I have seen Troops out camping with only female leaders.
