I'm going to reply to part of this posting:

"Yet our Troop is not a Quality Unit because the Scoutmaster
refuses to go to training. Peg went last month and Bob wants
to go again as a refresher. Even though I'm just a committee
member and have been to Troop Committee Training, I plan to
go with Bob. We decided to corner our SM and "invite" him
to go with us. Maybe we can even convince the CC and another
dad or two to go with us. This might be our best opportunity
to convince the Sm to get trained or to retire."

There is a Troop that is local to us and would be the most
logical place for us to send our graduating Webelos. Yet,
we cannot do so. Their program just cannot attract our
Scouts. The major reason is that their SM just won't get
training, and it shows up in this Troop's program. I have
spoken to their CC and their ASM, to no avail. I have gone
camping with them. My Webelos have gone camping with
them. I had 2 Webelos who went camping with them all
ready to sign up for their Troop, and came back ready to
quit Scouting entirely! I've even spoken to their DE. Nothing
works.

Yet the Troop's CC doesn't get the message. They can't ask
anymore: they've got to demand that this SM either get
trained or get out.
