I think that you should never recruit boys for any level of our program
unless you can offer them an immediate entry to the program.
When I was Cubmaster, we always recruited Cubs in the spring (late April
early May) but we had an active summer program. So the new boys came to our
last pack meeting, picnic, and several other activities over the summer, so
that his connection to the pack is maintained. Recruiting him and then
leaving him hanging until September will probably lose him (the parents will
figure you forgot about them).
We didn't assign them to dens until late summer, and that also gave us most
of the summer to recruit the den leaders we needed.
So, by that logic, you should not recruit Tiger Cubs in the spring unless you
are planning to start their program immediately and keep it going over the
summer, or at least have activities for them. We always recruited them in
the fall (mid-Sept.).
