BSA: Year pins and counting the years.

Hello Everyone:

I have a question for the Collective wisdom. It involves the Year Pins
that I have seen handed out at two different Packs, one in New Hampshire,
and the other here in Lima NY.

The "Pins" I am talking about are about 1/2 inch in diameter, they
are a star shape with a number, 1, 2, 5 ... in the center, they have a
colored Mylar disk that goes in the back. These pins are handed out to
Cubs and Cub leaders (only ?) to represent the "years" they have in
scouting.

The primary question I have about the pins is: If the "years" are
to represent your total years, independent of Pack affiliation, or only
the years that you are a member of the local Pack ?

When I was affiliated with Pack 10 in Wilton NH we handed out the
pins representing a scouts "total" years. If a scout had transferred
from a different Pack, ie his family moved, we counted the years from
the previous Pack(s) along with the years in our Pack. As you can
probably guess, this year my family moved, and when our new Pack handed
out the pins they only counted the year(s) a scout was affiliated with
their pack. So my son received a second 1-year pin, instead of his
expected 3-year pin. He was a little surprised, he was looking forward
to "beating" his older brother with the year pins. He had started Cubs
as a Tiger and was expecting to have a 5-year pin when he was finished
with cubs as opposed to his brother who finished with a 4-year pin.

I was wondering what other Packs used for their Year pin requirements.
Also if there is a formal Doc/Reg, where I can reference it ?

On a side note, what does the "color" of the Mylar disk represent ?
I can remember, Orange-Tiger, Yellow-Cub, Blue-Webelos, but the others
I do not recall.
