Age Limits at Philmont and other camps

If age limits must be set, why can't they be set with the same cut off dates
as the schools (in September around here)? This would prevent the separation
of friends and the fracturing of patrols that may have come from Webelos
together when they "graduated from the 5th grade". This would solve 95% of
this problem, with the exception of Scouts that were advanced or held back in
school. Surely I can't be the first person to think of this. Is September the
school cut off date in all parts of the USA? If it varies from area to area,
the rule should be "you must be 14 (or whatever age) by the date your school
district uses to determine 1st grade admission." Certification of the school
district's date could be required if it's that important. What do you think?
