That would be a GREAT idea -- if people would actually respond.
Unfortunately, it is likely that the same group -- folks in #1 units in #1
Councils -- would respond. Considering that it can be like pulling teeth
to get the absolutely necessary paperwork done and in .... well ....

There is probaably some fair degree of truth to the thought that responses
would not match up with consultant projections ... WHY is open for debate
...
