Cliff,

That bothers me as well. I was, coincidentally, filling out the form
for the National Camping Award for 1994 and I was reflecting on the 33%
requirement.

We have 30 boys in our Troop and do large and small camping trips.
Usually, the smaller trips are high adventure, i.e., Philmont, etc.
None of these trips will count toward the award as they usually involve
less that 33% of our Troop.

If the purpose was to encourage camping by the troop, this doesn't do
it; it will encourage "troop camping" only.
