I believe the training sylabus says to call the Scout Executive first, that
he/she (I have to be grammaticaly correct, as their is a female SE) can help
you with the particular laws on reporting in your state. It is impossible to
write a scenario to encompass each states particular statues. Therefore it
is more practical to tell all volunteers to call the SE. The SE is required
to be informed of the particular state statues on notification.
