It's been a few years since I've been a WDL but I think it is up to
the boy to demonstrate his activity badge skills to the WDL rather than relying
on parent sign-off as in Wolf and Bear achievements. The activity badge award
is therefore based on the approval of the WDL. Second, if the other boys submit
items (craft item, brief report, pictures, etc.) resulting from their work for
display at the Pack meeting when they receive the badge, I would think that
those without anything to display might be embarrassed by the obvious absence
of the fruit of their labors. Certainly their lack of effort will be noticed
by their peers. This will result either in the loss of respect of the other
boys, or possibly the loss of effort by all the boys.
Perhaps, the evidence of the boys' effort should be displayed
prominently at each Pack meeting and mentioned individually as each boy's
award is made. Hopefully this will encourage all the boys to have something
display. You, as WDL, should require some confirmation of badge completion
before recommending award. Team participation could be a note from the coach
with some listing of accomplishments, a brief report by the boy, pictures, etc.
