That may be why the Eagle Service Project requirement stresses that
the project must be something that would not NORMALLY be done.
We have had several recent Eagles do projects at a nearby national park.
The volunteer coordinator has mentioned that, because of their budget, the
only work that is not safety-related that gets done is done by volunteers.
On the other hand, we have had PTA-sponsored activities directed at
school maintenance that had to be called off, not because they were
regularly being done, but that they could (should) have been done by
the school district staff, if they had the staffing and budget to get
around to it.
