Back in the dark ages, when I was a lad, and Scouting was new...
Well, the late 60's anyway... Our district adopted the Scouts of
Ft. Lauderdale's sister city. I forget which city it was, but they
were in South America. We invited them up to one of our spring
camporees (International theme, of course). I thought it was pretty
neat back then and still do.

I think your idea has merit. You ought to plan it out on paper and
promote it to the International Division. That shouldn't stop you
from seeking your own brother unit. I just think that this could
be a neat program for National to support. It would be a great way to
exchange new program ideas and will really bring home the idea that we
are a part of a truly worldwide movement.
