Age for joining Boy Scouts

I have a young man who is interested in joining our troop. He will be
11 in November. He is NOT a Cub Scout and he is just finishing up
fourth grade. Is there any way to get him into the troop before
November. In particular, it would be good to be able to get him to
summer camp with the troop this summer. Thanks for any information you
can provide.
