Use of Troop Money

Recently, the wife of a scouter who has been associated with our troop
for many years passed away. The family suggested donations to the
troop as a memorial to her. As a result, the troop has received money
that we wish to use in some special way. One suggestion was to put the
money into a special account for use in helping scouts finance Eagle
projects. (The lady's two sons are Eagle Scouts.) The idea would be
that the scout would have to apply to the troop committee. There would
be a limit on the amount available for any one project and it would be
available only after the scout had exhausted other resources. We do
not want to automatically give the scout money toward his project. Our
committee chairman has raised the question whether it is proper at all
for a troop to contribute money toward an Eagle project. I would be
interested in the "wisdom of the net" on this question. I have not
found anything in the regulations, but there is the question of whether
we would be taking away from the scout's initiative in providing any
money at all. Your thoughts are solicited. Thanks for your help.
