first class req. for Merit Badges

Pat Rado asks when was the requirement for a scout to be First Class
before earning merit badges rescinded. This took place with the
revised scout program in the Fall of 1972. At that time, boys were
now required to earn the First Aid and Citizenship in Community badges
for First Class, but could not work on other merit badges. At some
time thereafter, maybe about 1976, the Citizenship in Community Badge
requirement for First Class was dropped, and maybe this was when the
boys were free to earn any merit badges before they were First Class.
