Having experienced some of what you mentioned as an "attitude" bias towards
Boy Scouts, I do not believe Cub Scouts are neglected intentionally. If
your District and Council is anything like mine, it is made up of "very
experienced" Scouters. These people have worked with the Boy Scout program
for so long that they sometimes forget that the Cub Scout program requires
just as much support as does the Boy Scout program. They are not deaf, they
are only trying to improve the part of Scouting they have chosen to work
with. Although this can be frustrating to us that are either new and/or
have chosen to work with the Cub Scout program, it is at least
understandable considering the years of service they have invested in the
program.
I have found the best way to insure the Cub program gets its fair share of
attention is to GET INVOLVED. By working within the system, with others
that care about the Cub program, I believe we will be able to convince
others to be more sensitive about the needs of Cub Scouting.
