Mbadge Counseling

I am curious about the practice of Boy Scout Troops Merit Badge earning and
approval process. Several troops I am familiar with hold Merit Badge classes
for the Troop. Often a counselor is brought in to teach and/or approve the
application (blue card). Usually the counselor is someone associated with the
Troop, i.e., parent or committee member. I have been lead to believe that
Merit Badge work should be on the boy's own initiative, the boy should have to
contact the counselor individually, and have his knowledge/work judged by an
impartial party. I have sometimes found that a boy's father will sign up as
a MB counselor and sign his own boy's application. Some of these practices
seem to eliminate the independence and individual initiative of the boy and
run contrary to the intent of the program.
Are these practices generally accepted? Is my view of the process too narrow?
