The problem in the United States is, to the best of my knowledge, background
checks cost upwards of fifty dollars for the fingerprinting, fees, etc. How
many troops can afford to have all of their Adults checked. Or better yet,
when a new voulnteer comes to the door, "Welcome to scouting, You need to buy
a $100 uniform, $10 registration fee, fill out a lenghty form, and pay fifty
dollars so we can have you fingerprinted." Is that a little much?
