Re: Following rules (was Tiger Cubs and Belt Loops)

I've more or less kept my .02 out of this one and let my District expert
on Tigers Dean Malone speak. I thought though that Rick's comments about
compromise on the rules was appropriate.
One of the problems I have always had with the program as National has it
now was that the quality of the program has been left up to one
individual and that is the Tiger Group Coach. However up until the last
two years no real training was available for this position and only now
with a push from various Training Staffs are we getting anyone trained to
this position. The bottom line is that if the Coach is trained and then
oversees the program throughout the year it will work. However again due
to that number thing many packs are pushed by their D.E.s, councils
and District membership committees into taking First Grade Boys without
the program in place. Then the guilt sets in at the unit, gee we've taken
their money given them a tiger cub packet and said go off and do
something until spring when we'll make you Cub Scouts.
I've over-heard Dean on many occasions tell unit leaders "if you don't
understand the program and cannot get anyone to take the training don't
have Tigers".
My pack compromised we have someone trained and run our program as
designed except that we include our Tigers in Pack meetings more then is
recommended. But they receive their own seperate awards not Cub Scout awards.
As a Cub Leader trainerI always explain that one of the strong
points of the Cub Scout program is that we always dangle a carrot out in
front of the boys to keep them coming back for more. If we provide the
Cub Scout program to the Tigers, what are you going to provide to them
later? The Boy Scout program?
