Its not an issue of "bound by the book" heck, I'm probably the last
one who would talk. And your right it is an issue of using the program
in the boy's best interest. What I, Kathie and others are saying is
that using a Cub Scout Award for a Tiger Cub actually does these boys a
disservice. A 7 year old just doesn't fully understand the sports or
academic program and if it weren't for trying to appease a parent,
A N Y presented award, bead, Claw, Paw etc. would serve the same
purpose. In fact, by giving a Tiger Cub a Cub Scout Award may actually
demean that award in your Cub Scouts eyes.
As to your comment on developing these programs, "National" does
give us latitude to develop these programs. The Tiger Program we have
today is not what started out in '88. It has undergone a major change
in 1992 to reflect what unit leaders have asked for. It's a result of a
a lot of work, research and some trial & error.
