UK SA organisation - Medium !

Dear All,
For those who don't know and might be interested as to how the UK SA is organised
then this is the mail message for you.
Ignoring Headquarters (Gillwell, Lancing etc) for a moment (most people do),
the UK SA is organised into Counties (Areas in Scotland) which follow the traditional
County boundaries (though I beleve there are a few exceptions).
The County is run by a County Commisioner (CC) who is (ably?) assisted by
Assistant County Commisioners (ACCs). There is normally an ACC for each Section eg
ACC Beavers, ACC Cubs, plus some extra ACCs for the high profile stuff eg ACC Water
Activities, ACC Special Needs etc. The CC and ACCs are all uniformed Scouters, and are
responsible for the Scouting activities in the County. There is also a County Executive
Commitee who are non-uniformed volunteers responsible for the financial organisation of
the Scout County.
The County is split into Districts. The districts have the same organisation as
the County ie a District Commisioner (DC), Assistant District Commisioners (ADCs) and the
District Executive Committee.
Each District contains a number of groups (average 10 to 20). The groups have
the following structure.

The group is a single organisation. All members of the group wear the same badges
and Flashes (with minor variations between sections) and normally have an automatic
right of progression to the next section when the reach the correct age.
The GSL is appointed by the District Commisioner. It is the GSL who strictly
speaking is responsible for :
1) Appointing or removing Leaders within the Group.
2) Appointing or removing Group Exec members.
3) Mediating in disputes between Leaders.
4) Organising (with help) Group wide events.
Awarding of Badges (activity or progressive badges) is entirely at the discretion of the
section leader and his/her assistants. The GSL and the Group Exec have no say in any
awards (aprt from the international friendship award).
District and County are essentially support only and should not have any input in the
day to day running of the Group or Section.
The entire organisation from County downwards in voluntary. The SA does retain paid
staff @ HQ. HQ is involved mainly in :
1) Central resource centre.
2) Provision of cheap(ish) insurance services.
3) Guidance and furture strategy.
4) Upkeep of Gilwell Park.
5) Publication of Policy, Organisation and Rules - POR.
The above schema describes our Group's/District's interpretation of POR. I
know that other Groups/Districts/Counties operate different interpretations. I hope
the above info helps in someone's understanding of the UKSA.
