Deb et al,

1) This is not intended to be a flame and I apologise in advance if it come across as such.

2) I would have replied to Deb directly but my network provider (ie my work) appears
to complain trying to mail BITNET.

I agree wholeheartedly with the sentiments, but it would seem that Troops/Packs in the
USA are blessed with an abundance of leaders. If that is so then that is brilliant and
it can only benefit the children and the program. A larg number of British groups have
a real leadership problem and do not have the leaders to 'spare' to give one child special
attention. We do our best but we have in the end to take into account the majority of the
Colony/Pack/Troop. It is a sad state of affairs but there it is.
