1st grade Brownies

Well, I'm from "back east", but I'll give you my $0.02 anyway. Yes
,
we do register 1st graders as Brownies. Personally, there is so much more
to Girl Scouts than Daisies, it's a shame that your Service Unit doesn't
see fit to register the 1st graders as Brownies, especially if it means
losing the 2nd graders altogether. I was actually in a simliar position
although up at the next program level. Last year I bridged 3 of my
21 Brownies to Juniors, because they were in teh 3rd grade, and had to
register as Juniors this year. We discussed bridging the hole troop
and having a 3rd and 4th grade Junior troop. We also discussed having
a combined troop (which may be the answer for you) of Juniors and Brownies.
In the end, our _TROOP_ decided to Bridge the 3rd graders, and work at
finding them a new troop (our troops are by schools, and it was unlikely
that there would be a 4th or 5th grade Junior Troop at our school.
In the end, 2 of the girls moved put of town, and the 3rd girl joined a
troop at the neighboring school. I have been told that next year she wants
to rejoin our troop.

You mentioned that your Service Unit manager, said that it wasn't done
your area didn't
register 1st gradres as Brownies. e, and that you didn't want to fight
council. Are you sure it is _council_ policy? it sounds more like
I
a local policy (ie your neighborhood). My advice is to fight it, if it
is in the best interest of the girls. Or if you can get around it by
running 2 troops, register the 1st graders as Daisies, the 2nd graders
as Brownies, but meet at the same time same place , , same leaders etc..
My older daughters troop is a Troop 86/539 Cadette/ Senior troop. They
meet together, plan outings together, and basically act as one troop,
except when working on awards, then the Cadettes work on Cadette awards
and Seniors work on Senior awards. It has worked well, this is it's 3rd
year inoperation.
