Yep. Have one right here, Tom *holding Cub Scout Graduation
Certificate to screen* . When I served as Community Commissioner in
Germany, we would place this certificate, along with the Arrow of
Light pin into one of those (then white; they are now maroon) BSA
certificate covers, and present it to the parents of the new Scout
a-la "school graduation style". This is something that each Pack can
tailor to fit their own "graduation ceremony style", but it is STILL
available from the BSA.
As a small point of order, my mother threw out many of my earlier BSA
things shortly after I left home for college (she said that "You don't
need any of this paper and stuff...it's not important any more, so I
threw it all away. Included in this "cleanup" was my Certificate of
Heroism and the original letter announcing my Hornaday Award was
approved by National signed by Hal Cory (the SE of the then Old
Kentucky Home Council), along with several letter from old girlfriends
and some Troop position certificates and other Scouting memorbilia).
It is a GREAT thing that many of those items CAN be replaced upon
sufficient proof to a local Council. In the case of my Pack Graduation
from Pack 63, I provided copies of my registration card to Troop 63,
Ludwigsburg, Germany and certificates from the WEBELOS Day that was
held in the Pack the previous summer. The Council did all of the rest
of the research and I got in the mail a duplicate certificate
(without, of course, the signature of the Cubmaster.).
While some of us treasure each piece of paper we get, we need to
remind the PARENTS of our Scouts and Explorers that those certificates
and cards they get *could be the ONLY proof* of award, and they need
to be kept wherever the parent's "important papers" are kept
indefinately (or at least until the Scout or Explorer is old enough to
keep his or her own documents securely). This is incresingly
important in these days of Council mergers and consoldations, whereby
in the move, some material *is destroyed or mishandled*. )

Nope. I didn't describe that one, but it is legit. During the same
period, there was a separate Cub Scout Jubilee patch presented to Cub
Scouts and Scouters for participation in Council Cubbing events during
1960. It is NOT considered a permanent patch as the 50th anniversary
strips are (were).
