Age or grade requirement

g'day all,
I have been reading over the last several about the kid who's mother wants him
to move up to scouts now.
I realize that the BSA has it's own set of rules and standards to follow,
however, we do here as well and we still get around them as they are sort of
felixable.
The wording here is that the cub may go up at 10.5 years. You can actually join
scouts at about the same age. It actually applies to Cubs going to Venturers
and Cubs going to scouts. The overlap of ages that is. However, the one case
where it really does not workis Rovers, where the age is 18. While it is writen
in the PO&R that the age can be 17 and 6 months, 18 is the prefered age as it
is easier when we get them to fill in the green Adult forms etc as they are
then legally a Adult.
However, there are cases were I have with the blessing of district, sent kids
up at at 10 and 3 months, simply because they were ready. Also on the other
hand I have held kids on untill they are almost 11, simply because they were
not ready to go up to scouts.
I think the real question that should be asked "Is the kid ready to go up to
scouts?"
