Nancy,

Whether to have a special AofL ceremony for the boy could very well
be a moot point. I would tell the mom that the pack will "consider"
an award ceremony but the boy must complete all requirements to the
satisfaction of the den leader and committee. I would then monitor
the advancement to ensure that the work is actually done and not
just signed off by the mom. (not to be insulting, but it does happen!)

The lady can not FORCE the pack to do anything. She can make your life
miserable, but the committee should stand together as a united front
and decide what is best for the pack as a whole.
