I'm guessing on the reasoning here, but it is probably because the CE is
held to AT LEAST the same legal reporting requirements as any volunteer.
Some states may have greater legal reponsibility placed upon
professionals in youth agencies that would exceed the responsibilities
of the volunteer.

As always, your best source of information on this topic is your Council
Executive since he has to know the laws that govern your
state/localities.
