Re: An unusual situation

Heath reports a situation in which an ex cub commented to his old
Webelos Leader that his SM used an unusual form of punishment in the
troop. In my opinion, the DE to whom this was reported (second hand
by the ADC to whom the Webelos Leader reported it) was the person who
was at fault. All of the Child Abuse training for scouting that I
have been involved with states "CALL THE COUNCIL EXEC!" The DE,
despite his reported burn our, should have passed it up to the CE
rather than going to the unit directly.
In Oklahoma, we are REQUIRED by State law to report anything that we
think smacks of child abuse to the appropriate authorities, and the
BSA policy is that this is to be done by the CE for him to pass on if
deemed necessary to our Department of Human Services for
investigation. With this in mind, it is TOTALLY appropriate for the
Webelos Leader to have reported the situation and there is absolutely
no fault attributable to him. The Troop Committee etc involved appear
to have investigated the allegation and to have been satisfied that
there was no problem, but it is not appropriate for them to make the
comments that they apparently have made. From a District/Council
perspective, the new DE, the CE or the DC maybe needs to councel with
them and explain the procedure.
Good luck with what sounds like a bit of a mess.
