Hi Heath, how is the ticket coming?

Sounds like the communication/training problems that we read about here.
The council should have in place a REPORT PROCEDURE that is periodically
passed out through the Commissioners Conference, Roundtables, and Leader
Training events, the monthly newsletter may even carry the procedure. It
sounds like too many hands got involved in the process.
The report procedure that I have right in front of me states:

If you become aware of an instance of child abuse or have any
suspicion that abuse is occurring to a member of your Scouting unit this
must be reported at once to the Scout Executive, .....name and number.
The Scout Executive will provide advice on what should be done next
and which agency will follow up on the report.
Make some notes to assist yourself in remembering what was reported
to you and when. These may be helpful later. Keep information about the
victum and the suspected subject confidential. Follow the advice of the
Scout Executive.

Sounds like the Chartered Organization Representative needs to do his job
of getting the Scouting Department in order/under control without losing
units and their leaders. He will need some assistance from the parties
involved. There seems to be some training/information issues about how the
system is supposed to work. Seems the ADC is needing a reminder
about the protocol.
Sounds like a session from or for the Commissioners Conference.
Also sounds like the Pack may be sending the webelos to another unit, at best.
Hopefully it will calm down. Are these two units working with the same COR?
