Just a comment about accepting volunteers. In Calgary, we introduced a
policy about three or four years ago called "essential training". Basically,
the region expects each volunteer to complete a woodbadge part I within the
first year of their commitment to us. If they do not, the region works with
the group committee chair to ensure that the group and the volunteer
understands the importance of the training and what the region expectation
is.
The region can, and has in some exceptional cases, refuse to accept a
volunteer that is unwilling or unable to commit to completing this training.
So, while I agree that its hard to turn down a volunteer, I think that scouts
has the right and responsibility to put in place rules and training programs
that can help a "poor" leader and maybe correct the problem.
