I can not address your question about program changes but was extremely
disturbed by the comment that the Leader refuses to follow the Two-deep rule
for Leadership. The BSA MANDATES that AT LEAST TWO Adults are present at ALL
functions. More would be better. As an individual who spent 17 1/2 years in
the Scout Program and founded and ran two Units during that time; your
Leader needs to read the Scoutmasters Handbook and attend Training - if only
to understand the program better.
I would also get your Unit Commisioner and District Executive involved.
No parent of a boy up for advancement may ever sit on their son's BOR, nor
may the eastablished requirements(mandatory) be changed such as the
LEadership requirement.
