A Scouter, burnt out or otherwise, no longer performing his
duties in a satisfactory way can do more damage to the
movement while still attached to the Unit. The only practical
solution is to promote him to some ceremonial position of no
authority or to do a quick clean surgical removal A.S.A.P.
