Anyone have any ideas of a humane way to get this guy out of the way? We
don't dare promote him to a position where he needs to be depended on,
because he has a history of making promises to help with events and such
and then backing out of the committment. Has anyone else on the net had
to do this before?

Yes, I had to have this done, but not to a SM, but to a committee. There
wasn't a humane was, since when asked to step down, they refused. Remember,
the Institutional Head is the owner of the troop, and with their help they
can ask the SM to step down, or if they have to resort to it, tell the SM
to step down. This is a hard thing to do, but sometimes things have to be
done that way.
Try to reason with the SM first, stating the rules and showing him the
rules in BLACK AND WHITE. Good luck and I will be thinking about you.
