changing the reqs, Thanks

I want to thank everyone for the information and encouragement given here.
I have to be careful with this one since the UC is also the district
program director this year and I need to be able to work with him and
need his help on an event I am leading for the district in a few months.
He has been an important resource for scouting in the district even if he
is way too lax. I am not going to go over his head to the DC or anyone
else for that matter unless it is to ask them to give him some friendly
advice concerning the invalid BOR jeopardizing his son's future advancement.
As for the SM, I have a pretty good idea that he wants out of the
position, he just does not want to be defeated. He will cling tenaciously
to the position like a frightened rock climber clinging to a rock. He is
blocking the way, but to just cut him loose would be inhumane. He needs
to save face. BTW, keeping him in the SM position is unworkable, he has
trod too deeply on the people he needs to be able to work with.
Anyone have any ideas of a humane way to get this guy out of the way? We
don't dare promote him to a position where he needs to be depended on,
because he has a history of making promises to help with events and such
and then backing out of the committment. Has anyone else on the net had
to do this before?
