I am in one of those LDS (Mormon) units you referred to in connection
with "tailoring" or "taking some liberties" with the standard BSA
program. As far as I am able to determine, the only deviations I know
about concern the strict separation of the age groups. For example, the
11-year-old Scouts are called just that and do NOT meet with the 12-13
year old Scouts in the troop. I lead the New Scout Patrol but it is only
part of the troop on paper and at courts of honor. We have camped with
them at district camporees once a year and worked on a few merit badges
jointly. Likewise the 14-15 year olds are in a Varsity Scout Team and
they have little if anything to do with the other units--as also the
16-17 year old Explorers in their Post.
With regard to all the other regulations and requirements concerning
organization, advancement, uniforming, training, programing, leadership,
2-deep, camping, BOR's, COH's, etc., we toe the line -- or at least we
are expected to. The kind of problem you cite with the BOR would not be
tolerated among us either. You have already received some good advice
about the "Advancement Guidelines" and district/council resource people,
both volunteer and professional, which I heartily endorse.
