Susan,

I would seriously let the UC, SM and council know that the Scouting program
is not being followed.

You best defense is to purchase the advancement guideline
(about $2.50) and hand it to the SM.

Explain to him that 2 deep leadership is for his personal protection and
that you will not allow HIM to put the OTHER LEADERS in a liabilistic
situation. He is not very smart in this regard... (Ask him how much he
likes his house is all it should take..)

Let him know that you will be contacting council about this issue.

At this point, he can make some decisions as to whether he
wants to be trained or not.

And you get to make your decisions as to be under his leadership..
