Susan, WOW!!!

My first reaction...WOW!!!

Thanks to BSA National Office for all the hard work they have put into the
handbooks. This is, your first line of defence. Get these committee members
the BSA Troop Committee handbook. A lot of what you are says, at the
committee level, are explained there.

Second, a disregard for the two-deep leadership requirements of a BSA unit is
something that must be taken to the council. Call your District Executive.
Get the DE out and talk to the Scoutmaster about this. I have heard that a
unit's charter can be pulled if even this simple, but very important, rule is
not followed. Even more important is the additional requirements about
waterfront activities for BSA units. Even though BSA no longer requires a
Life Guard at your waterfront activity, I would still have one there. Get
the 1994 Safe Scouting Guide. This and other important item are given in
this book.

One last front is your Cub Scouts. Show them other troops in the area. This
is the United States of America and we as a people have the freedom to make
our own choices. That includes in BSA, the freedom to choice which pack,
troop, or post to join. By showing your Webelos other troops, they will make
the choice to join the troop that they will have the most fun. It's happened
in my town. I have seen the fun troop group and the much less fun troop fall
from 30 scouts to only 3 scouts in two years.

Without a growing troop and boys leaving Scouting, the troop will soon become
nothing (very :-( sad). This sound really bad, but it may be the only way to
finally get the message through to this Scoutmaster that not following the
BSA program, it's not Scouting and there will not be boys for it to be
Scouting.

Get those handbooks out and get to the District Exec...fast!!!!
