Re: changing the requirements!!!

One option you can do is talk to your Assistant District Commissioner or
District Commissioner. They can give you the chapter and verse for the
rules and regulations. Another person who can help would be your District
Advancement Chairman. You could also talk to your District Executive.
There are a whole round of alternatives to educate your committee. I will
look in the books and things I have when I get home and try to send you
some information, however if you look in the front of the Merit Badge book
there is chapter and verse: I quote from the 1989-91 version on page 10,

"You are expected to meet the requirements as they are stated--no more and
no less. You are expected to do exactly what is stated in the
requirements. If it says 'show or demonstrate,' that is what you must do.
Just telling about it isn't enough. The same thing is true for such words
as 'make,' 'list,' 'in the field,' and 'collect,' 'identify,' and 'label.'"

That should give you verse on merit badges, but on the parent sitting on
the board, there is a rule somewhere about parents sitting on the board or
other Assistant Scoutmasters, etc. That chapter and verse I will look up
and resend you a message.

Good luck with your fight. Remind the Scoutmaster that it is "For the
